Artistic -- I like the rendering of the wall.  The general interior is
nicely done.  I also like the clock lettering.  The dust is an interesting
touch.

Technical:
I like the wall and beams, but...
Why is there no dust in fronto of the lamps?
Why is the moonlight so bright through the frosted window?
There is a light inside Big Ben to make it glow, I believe... where is it?

Nicely done!  The effect of the monnlight streaming in is great.  And hey,
nothing wrong with 8:00 being dark and moonlit - it certainly is so in winter! 
After your mention of the janitor's grave-yard shift lunches though, I was
dissapointed not to see any signs of his occasional presence, like a rough
table or bench, a half-eaten sandwich sitting on the railing, or a bit of waxed
paper on the floor, etc.

Nice use of the translucence of the clock face. The face itself is far too
small for the clock tower, unfortunatly. Also, there seems to be a definite
lack of gears and associated equipment within the tower, which faces to all
four sides, as I recall. With some more detail and resizing, this image could
be quite interesting.

Some of the circular elements seem to be made of straight segments.

Nice job on the lighting and atmospheric effects, although the light rays seem a
little bright for moon light.  The brick work is also very good.  The only real
technical flaw is the light leaking through on the upper left side of the clock
face.

Now, about accuracy:
I have seen Big Ben and thought this didn't look right so I checked.  Big Ben
does not have Roman numerals and yours are backwards.  For a view of Big Ben

As a side note:  It is very rare for clocks to have IV for the number 4, IIII is
almost always used.

One is give to wonder how the clockwork works. Belt-driven hands certainly
would
not be precise enough. What's more, the hands seem to be on the inner side of
the wall and thus could not be seen from the outside.

For some reason, the concept of a clock you can walk around in impresses me. 
This image conveys that idea well.  I like the lamps, the clock face, the brick
walls and the dramatic light shining in.  Perhaps more visible clockwork and
better texturing on the wood of the catwalk?
