Artistic Merit: 5/20 I don't know, looking at the picture as a whole, it doesn't seem to deserve more artistic points from me.

Technical Merit: I'm sorry, but I can't identify that object in the middle. To me it looks like the head of some sea-monster, but then it is technically done bad. There's also something wrong with your anti-aliasing settings I think, some parts of the picture look too pixelated, especially the reflection of the torches. Which aren't done in a technically particulary well manner as well. Only 4/20 from me for technical merit.

Concept, originality, interpretation of theme: 14/20. I like the idea of the wizard being absent minded enough to flood his entire lab, and soon the whole city outside as well it seems :)

Btw, I recognized the flowers.. but what made me remember your other picture before that was the grainy look.. now I'm quite sure you should investigate your anti-alias settings :)

Your water doesn't look right however... mabe it's because we see the columns are completely out of the water while the book-pedestal(?) is half-drowned...
